ND and BYU will stay independent to make 50 first tier.
The rest will make up a second tier 3rd conference (or contractual association) in which there will be relegation, and access to the playoffs for the top teams of a given year.
On the SEC 24 bubble: Miami, Baylor, West Virginia, Tulane, and Rice (literally no one else, 2 of these 5 will make the cut).
On the B1G24 bubble: Arizona, Pitt, Kansas (literally no one else, 2 of these 3 will make the cut).
