In the Egyptian league Mohammed Awad ,Ismaili goalkeeper, saves the ball clearly with his hand out of the box without any kind of objection from players, or coaching stuff of the Nasr Mining Team or any kind of foul announced by the refree. The Game ended 1 -1 and was 1 -1 before that ball save.

Not sure it's fixed, it's just how football is in some parts of the world. Referees eating oranges during games, a match being added 25 minutes of extra time just because it was interrupted for 25 minutes even tho there were only 7 minutes left of it etc. Seen it all at africa cup of nations.
