    Ok, here it is, ultimately:

    To the B1G:

    Stanford, Cal, Colorado, Washington, Utah, Oregon, and Arizona or Pitt or Kansas.

    To the SEC: NC, Duke, UVA, Clemson, Florida St., Georgia Tech and Baylor or West Virginia or Miami or Rice or Tulane for 24.

    ND and BYU will stay independent to make 50 first tier.

    The rest will make up a second tier 3rd conference (or contractual association) in which there will be relegation, and access to the playoffs for the top teams of a given year.

    On the SEC 24 bubble:  Miami, Baylor, West Virginia, Tulane, and Rice (literally no one else, 2 of these 5 will make the cut).

    On the B1G24 bubble: Arizona, Pitt, Kansas (literally no one else, 2 of these 3 will make the cut).

    Best 'o the rest:

    The 3 above who do not make the SEC bubble cut,
    The 1 left out in B1G bubble cut,
    Virginia Tech
    Oklahoma St.
    Kansas St.
    San Diego St.
    Washington St.
    TCU
    Arizona St.
    Boise St.
    UCF
    Louisville
    Cincinnati
    Houston
    Boston College = 16

    For the 3rd conference to go to 24, the bubble is big:

    Utah State, Oregon State, Fresno State, Iowa State, Texas Tech or SMU or Nevada or NC State or Syracuse or Wake Forest or Hawaii or Southern Miss or Memphis or New Mexico or UConn or Wichita State or UNLV or San Jose St. or Tulsa or Army or Navy or Air Force….  

    -indicating that relegation will likely be a factor in this third conference, which presumably will have a way into the division 1 playoff dominated by the B1G/SEC.  -as will the two recognized independents.
