Its normal, still a lot of teams with very good players and really bad ones. Most leagues have very few teams, not a lot of divisions from premier to secondaries. Less female Soccer players. And finally the investment on training is still very short compared to man's counter part.
Give it 5/10 years and the number of silly plays will be down to 1/4 of the current days.
